AIM
To establish and determine the welcome service’s criteria for:

ADVICE AND/OR INFORMATION ON ADMINISTRATIVE ASPECTS:

Legal aspects
and formalities for HIRING EU and third country citizens. In
particular, matters relating to legislation on visas and entry and
residence permits, as well as information on their families’ rights and
duties.
- Legal aspects and formalities for INVITING / CONTRACTING EU
and third country citizens. In particular, matters relating to
legislation on visas and entry and temporary residence permits, as well
as information on their families’ rights and duties.
- Tax aspects
concerning Personal Income Tax (Impuesto sobre la Renta de las Personas
Físicas, IRPF) returns.
- Administrative formalities concerning the
registration and listing of vehicles, Driving Licence Exchange, Vehicle
Inspection Test (ITV) centres, etc.
- Legal formalities regarding the
Foreigner’s Identification Number (NIE), municipal registration, Civil
Register, etc.
1.2 ADVICE AND/OR INFORMATION ON ASPECTS RELATING TO
INTEGRATION IN THE BISCAY ENVIRONMENT:

HOUSING: characteristics of
the various regions and areas of Biscay, contact with real estate
agents, etc.
- EDUCATION: schools, state secondary schools, Basque
schools (ikastolak), nurseries, language schools, universities,
validation of official university diplomas, Basque/Spanish language
options in education, etc.
- PUBLIC AND PRIVATE HEALTHCARE: health
card, healthcare centres, hospitals, private hospitals, chemists, etc.
- LEISURE: culture, sport, leisure, tourism.
Any request not included
in the preceding points must be assessed by bizkaia:xede, after which
the cost will be decided on the basis of the type of service required.
BENEFICIARIES
The following may request advice and/or information in
relation to this service:
- Organisations: Companies, technology
centres, research teams and centres, universities, associations and
foundations based in the Historic Territory of Biscay which have hired
or wish to include / contract highly qualified people in or for their
association.
- Highly qualified people. Technologists, Researchers,
Teachers, Professionals who have been hired, recruited or contracted by
the organisations.
- Promoters: Highly qualified people who are going
to promote an innovative project in the Historic Territory of Biscay.

Other requests which provide and
justify a specific value may also be exceptionally considered.
If
possible, both the organisations and the highly qualified people at
whom the welcome service is aimed must carry out their activities in
one of the following areas:
TYPES OF SERVICE
The standard welcome
service provided by bizkaia:xede is free. Cases requiring additional
advice must first be assessed by bizkaia:xede, and a fee will be
established if appropriate.
- Comprehensive service: This service
affects the integration process as a whole; in other words, it
addresses administrative aspects as well as advice and/or information
on other factors regarding integration with the environment.
- Ad hoc
service: This is a specific service concerning one of the above aspects
of the integration process.
- Consultation: Resolution of specific
queries.
APPLICATION PROCESS
The Organisation and/or the person who is
to act as promoter must fill in the Project Organisation Form.
This can
be found in the “service” section of our website, www.bizkaiaxede.org.
Both the organisation and the person must accept the terms of the
privacy policy.
