To promote and facilitate the hiring and promotion (education / training) and contracting of highly qualified people in Biscay.

BENEFICIARIES
Universities, Research Centres, Companies, Foundations and Associations based in Biscay which:
- Have hired or wish to include in their organisations highly qualified people with broad professional experience.
- Have hired or wish to hire young people from Biscay who have emigrated and who are highly qualified but have limited working experience.
- Have promoted or wish to promote the improvement of education / professional training for young people who are highly qualified but have limited working experience.
- Have employed or wish to employ (temporarily or for an indefinite time) highly qualified people with broad international experience, for innovative projects based in Biscay.
Highly qualified people who wish to start an enterprise in Biscay.
